The International Crisis Group is an independent, non-profit, non-governmental organisation committed to preventing and resolving deadly conflict. 📉 The Islamic State-Khorasan Province has swiftly emerged as a leading jihadist threat to international peace and security. Despite staging fewer deadly attacks in 2025, it remains dangerous. Since the Taliban takeover of Afghanistan in 2021, the IS-KP has emerged as a major international security threat, orchestrating or inspiring attacks abroad following a Taliban clampdown on its home turf. A series of mass-casualty attacks in 2024 in Iran and Russia have demonstrated the continuing dangers posed by the group, while boosting the case for enhanced cooperation between these states and the West despite the geopolitical rivalries that tear them asunder. Despite a recent lull and a fall in the number of attack launched by IS-KP in 2025, its offensive could resurge. States should adapt to the threat posed by more decentralised jihadist groups, including the possibility that the Islamic State-Khorasan Province may be replaced or supplemented by other ISIS affiliates. 📌 Our latest briefing explores how robust law enforcement cooperation will be vital to keep containing IS-KP and any other ISIS branch that may seek to replace it: https://lnkd.in/dueSsyuc
